Horrible office in Sacramento. Staff there have no knowledge of anything. They are making it harder and more harder to get permits. They have no plans of anything, they want architects and engineers hired for anything done on a mobile home, which is impossible to find somebody that will do any plan on a mobile home. They always change their minds, they make you believe everything is fine with the applications your taking and plans but then they get lost and ask some body in the back and his answer is No this will not work.Plus emails and calls are NEVER responded. HORRIBLE service ever I will not come here again, it's pointless.

If I could give zero stars I would. They are supposed to protect mobile home owners from shady parks. They do not. It's a scam. Do not buy a mobile home if you are renting the lot. HCD will stand behind the park, not you. And no other agencies have jurisdiction at the parks so there is no recourse for park owners or HCD. My issue has been going on since March 2024. All outside contractors, and there have been many, agree its a park issue but HCD will not hold the park accountable.

This is for anyone who is/are trying to submit a permit to perform any work/modifications on the mobile homes in California. The Northern HCD Office do not accept any email or electronic attachment submission for a permit approval. You must submit for a permit IN-PERSON or THROUGH MAIL (the old traditional way). The best and safest way to submit for a permit is IN-PERSON because its not just the permit submission, you’ll need drawings and build-plan to submit to the Northern HCD Office for reviewing and approvals. The drawings and build-plan needs to be 11x17 inches for submission. IF you try submitting the permit THROUGH MAIL, you risk of it being lost during the mailing process.

I had a long day to find out about the permit approval process by going on-site, in person, and talking with the office staff about this.

Hope this helps for the rest for everyone that lives or trying to work in/on a mobile home.

very poor customer service from the Sacramento office.
It is very hard to get to speak with someone over the phone.
On one instance, the call center lady hung up the call on my face while I was talking. They are not helpful.
The HCD Inspector for the SJ County is a rude, merciless man that a resident would not want to come across with in life. He has a good quality of harassing people.
We as tenants have the right to complain to HCD. Ignacio told me that since I complain, he will open a complaint on me. He will make sure you lose time, energy & money.

As a contractor this is by far the worst building department. Permit is going on 6 months. Barely getting anywhere when goin in to office. And now head inspector going on vacation with nobody to replace him for the month he’s gone. This is unacceptable. Horrible horrible customer service

The WORST communication! I have had the most frustrating experience trying to get anything done that relies on the HCD. Getting them to respond takes MONTHS, and requires multiple follow up emails and calls. Their automated responses send you links to "better assist" you, then the links lead to a web page that says "This Web Page Has Moved!". Unbelievable.
