Echoing the general sentiment that most people have said here. This is a long and detailed list of all of the issues we had although sadly even a bit abridged since it is too long for google to handle.
-TLDR; is NEVER consider living at any of their properties it will only end with you paying far more than any money you think you are saving. For those interested in the details read on:
I lived in one of their properties for 3 years and had a host of issues with the company.
1.) Parking/Towing: As others have mentioned we had one of our two cars towed when the complex decided to re-stripe the parking lot in the middle of a work day. This complex had ABSOLUTELY NO public parking lots within walking distance in any direction, forcing everyone to try and park within the road right of way along the adjacent vacant lot with a mere 24 hours notice. Despite almost all vehicles (mine included) being well within the public road right of way where parking was allowed, we were all towed. The only way it could have happened so quickly (a mere hour after the car was moved there) would be that the property managers already had the tow company ready and waiting to complete this scam. This was further reinforced by the fact that there were already police officers on site effectively guarding the office and suggesting to people that perhaps their cars were stolen when anyone tried to confront the office. It was a bit comical albeit sad, as myself and 5 of my neighbors all arrived simultaneously to retrieve our cars at the tow yard the next day.
2.) Maintenance/Damage: To the credit of the maintenance staff they were always responsive and respectful of us and our space, but some of their advice was a bit dubious. For example when we pointed out our sub-grade bedroom wall had black mold growing on it, and that a mold test kit was able to grow mold by just leaving it open on the counter top, the response was "use a bleach and water solution on a rag. wipe it down and see if it comes back. Make sure not to get any on the carpet." We also had the usual apartment maintenance issues that we would put requests in for (slow drains, bad water heater, broken AC etc.) which would be responded to and either a bandaid fix would be applied only to break again later, or you would be met with a shrug.
3.) Security and vandalism: There was constant theft and property vandalism occurring there. If there were any cameras they sure didn't use them. We had heard anecdotes from our neighbors that they were having car break ins and vandalism the whole time we lived there (windows shattered, things stolen etc.) It finally hit me shortly after i got my car back when someone drilled a hole in my gas tank to steal my gas. Not only that but there were always strangers milling around the cars there, and new dings and scratches would appear all the time on my vehicles. There was also an active meth-lab in a motor home on the vacant lot across the street which took them nearly a month to deal with, and there was no notice, warning, or apology from the ever revolving property management staff.
4.) Move out/ The final straw: When we first moved in we arrived in the afternoon to find that the damage walk-through had already occurred without us. Naively we let that go since there were pictures and a detailed list of things. It wasn't until we moved out that we got a phone call from someone we had never met there saying that we owed an additional $600 on top of our damage deposit for damages. We were not hard on this unit and all it really needed were some light-bulbs and a carpet clean. The itemized list i had to drag out of them could never cost that much. They also continuously sent all these letters to the mailbox at the apartment we just left so we never learned of all this until I got a call from a collections agency. Ironically the address that Cedar gave them to send their one and only written letter to was also the apartment we hadn't lived in for almost 2 years at that point.

If you think you’ll ever get your deposit back, dream on. Regardless of how clean, at move out, how well you maintain the carpets plus a whole lot more. YOU WILL GET CHARGED, ITS HOW THEY MAKE THEIR MONEY. I don't know how this property has gotten any higher than a one-star rating by anyone, honestly. I’ve never done a google review before but I'm so disgusted with the managers here that I feel it's my civil duty to warn others. My due diligence is to warn others about unethical and fraudulent billing practices.
I lived in this 2-bedroom apartment for over 4 years. It was fine while I lived there. Very slow at maintenance or they would mark it as "done" when it wasn't. Moving out was a disaster and a nightmare. I hired a professional cleaner. Receipts for all of this. I even paid a month, when I wasn't even there to ensure I was following all the rules as a tenant to give the notice to move out. Extremely rude, unprofessional, slumlords. This place needs to be investigated or perhaps a class action lawsuit against the management company. Spokane needs to clean out these predatory low-class property management places because there seem to be a lot of them. Don't believe any 5-star reviews, these are fake accounts run by either the property management company itself or some fly-by-night bot farm, do enough reading and you will see the same names writing fake "upbeat" wording that nobody uses outside of corpspeak marketing.
S. 3003 Perry, the apartment manager did a walkthrough and said it looked good. Said she would give me a good rental reference and that no additional cleaning was needed. Just now I received an email stating that the charge Security Deposit plus an additional stating they are Blind cleaning, Toilet seat replacement, 4 Hours of cleaning, Carpet cleaning due to traffic, and 1 lg. and 3 sm. oven drip pan replacement, Oven range hood filter replacement. As I stated above, I cleaned everything with a professional cleaner before I moved out. If I could give a 0 I would. Do not rent from them. Apartments are okay, but they don't follow their own lease agreements, raise the rent all the time and when you move out, they try to squeeze every penny out of you. Regardless of if it's against their lease or actual damage (beyond wear and tear). I mean they charge you for freaking light bulbs. The people at the main office are rude and condescending, and the people at the leasing offices are idiots that will openly mock you if you have an issue Overall, just unethical, unprofessional dishonest, and manipulative management and company. Felt like her sharing was a sneaky way for her to get me to entrust her. I would advise people to go somewhere else. You'll save in the end! I feel they do this to people they feel will not say anything or dispute it. I tried to discuss concerns and dispute this with McKenna S at the main office and she just talked over me and hung the phone on me. Not sure how they can rest at night, doing this fraud to tenants, or get away with it. Clearly, a way to steal money.

Take photos of every little single detail of the entire apartment before and after you move in. If you think you’ll ever get your deposit back, dream on. The management love sitting outside smoking the whole 6 hours they are open. Never and I strongly recommend never renting from Cedar Property Management. It doesn’t matter how nice of a front they put up when you first meet them. This company is a corporation literally, they raise rent, have zero security. Break ins, car theft, garage theft. Zero cameras, zero responsibility. They could at least put a security gate up, but nope they don’t care. If something breaks, you’ll get a used worthless replacement because corporate likes to safe money and buy bulk trash products. Don’t waste your time, cheap is never and will never be a good thing. No good deal with living here. You will 100% regret living here, don’t do it.

I personally moved in during the winter season and I had a great experience. waking up to the driveway and sidwalks being plowed and shoveled, located near Winco foods, restaurants, schools and gyms which I liked. I had all my essential necessities such as a stove, working water, washer and dryer.

Had a wasp nest on my garage door and when I brought it up, they laughed in my face and told me to take care of it myself. When I told them again that I had an allergy they laughed, said they would fix it, then never fixed it. The a.c. units are a joke. They barely cool the room that they're in and leave the rest of the apartment sweltering. They say they have a strict no pet policy and yet almost everyone there has a pet. And none of them are service animals.

If you are middle aged, extraordinary clean, never walk around or do laundry at odd hours, this might be the place for you, otherwise, find somewhere else to live. Other reviews are correct. If the manager decides they dont like you, they will stalk and spy on you, makes threats, and lie. They also overcharge when you move out and count on you not making the effort to call them on it. If this happens, make an appointment, and ask for proof. Don't let their threats of "taking you to court" deter you. My son was charged $2,500 to replace a 9 year old carpet that they didn't even try to clean first. Really. ..who does that? When I was in their main office, I saw file after file of others who had complaints. If you still want to rent at one of their properties, they are somewhat cheaper than other apartments, document everything and take pictures when you move in and out and read what you sign.

Very rude and not responsive to any issues with their properties. I once called because the parking lot was so icy an ambulance worker had to crawl up the walk way... seriously... and she told me she couldn’t control the ice. Like she didn’t realize they could plow, shovel, or put down deicer.
They raise rent frequently, but don’t maintain the property. Our complex has a high turn over rate for a manager. I haven’t even met the 3 we have had this year alone. I think we have a new one now? Probably won’t meet her either before she is gone.
The mail in broken into frequently and they just close the boxes and don’t let anyone know. I have found the boxes open and taken pictures 4 separate times. How many I have missed, I don’t know. They wouldn’t tell me if my mail was stolen... they just close the boxes.

Said she would give me a good rental reference and no additional cleaning needed. A few weeks later, I receive a bill for almost 3k. Stating they are repainting, replacing all carpet and on top of that charging $400 for carpet shampooing. How's that if you're replacing all the carpet? Charged me for things that were cleaned and have pictures of such. There was mold in a bedroom from sprinkler they had next to my window and clear ventilation issues. I had multiple respiratory issues that resulted in urgent Care and doctor visits during my tenancy. I did not see the mold until move out. I have not had any respiratory issues since I left that apartment. But clearly their idea of fixing it was painting it over at a cost to me. The next tenant will be exposed to this black mold. I showed Angel and made her aware. She said the old owner never told people how to properly ventilate the apts. She also showed her the mold and placement of the sprinkler, in which she confirmed the mold concern and cause. Angel also shared a lot of personal information about her relationship. Overall just unethical, unprofessional dishonest, and manipulative management and company. Felt like her sharing was a sneaky way for her to get me to entrust in her. I would share the pictures if there was an option to do so. Clearly corrupt and fraudulent business practices. Go somewhere else. You'll save in the end! I feel they do this to people they feel will not say anything or dispute it. I tried to discuss concerns and dispute this with Tamera Z at the main office and she just talked over me. I told me she would give me 2 weeks until I needed to start paying. Not sure how they can rest at night, doing this fraud to tenants or get away with it. Clearly, a way to steal money. I've hired an attorney for all the reasons outlined.
