Giving this horrible property management company 1 star is a kindness and so not deserved. As the P.M. company that runs Cougar Crest apartments in Pullman WA, WSU student living, y'all do a poor job. My wife had a slip and fall injury the last day it snowed in Pullman, the bridge was frozen over from dripping water coming off the building that connects the parking lot to building. My wife has a brain injury, back injury, hip injury, and a knee injury, she reported it to you guys and you refuse to give her a incident report. Your manager J.W claims he was on the property at the time of injury, he and his vehicles were nowhere to be found but he claims he clocked in at 8:36 am. He wasn't there, and United Marketing and this person who manages your building are absolutely horrible people to work with. No professional interactions once. Your manager gave my wife his personal cell phone number upon moving in and told her to call him anytime. Since when do landlords give out their personal phone numbers? Only to women? I only received the work number. Your manager also needs to learn how to do his job, and actually manage that place in a respectful manner not only to the tenants but to the owner T.A. my wife has left many messages to united marketing want to talk about the injuries she sustained as a direct result of your manager J.W. negligence. Why haven't you called her back, why did you issue us documents stating we had 10 days to vacate the premises as retaliation for the slip and fall. What kind of business are you? Obviously your reviews prove that y'all are a trash company run by a rich man, who doesn't care about who he has running his crummy cheap buildings. I guess hiring a man charged with sexual misconduct with a 16 year old student (Clarkston WA high school) is exactly the kind of reflection of how T.A. united marketing and cougar Crest operate. I will keep writing my reviews until you make my wife whole. She can barely communicate effectively anymore. I wonder if that's how y'all treat your families too.

Our HOA was managed by CM for over a decade, and recently, they decided to step down due to downsizing. Overall, I found their bookkeeper and accountant, Elke C., to be rock solid, consistently providing well-done financial statements. Martin, the manager assigned to our HOA, has been mostly responsive and capable. However, there are some areas where this management company fell short.

One of the main concerns I had was their decision to charge over $6,000 for "extra work" just before our contract ended. This amount was supposedly accumulated over a two-year period, with varying hourly rates. It raised questions as to why they didn't bill us in a timely manner and whether these charges were justified. This lack of transparency was disappointing.

Another issue I encountered was that CM encouraged our board to continually raise dues, resulting in a significant growth in our balance during their tenure. While high balances provided CM with free lockbox services, it was detrimental to our HOA due to inflation and extremely low interest rates on cash. This aspect of their management strategy seemed counterproductive and left us at a financial disadvantage.

Furthermore, I discovered that CM's payment system utilizes credit cards to pay bills, allowing them to pocket all the rebates. This practice seemed unfair and created a conflict of interest. It would have been more transparent and equitable if those rebates were passed on to the HOA.

Despite these shortcomings, when compared to much worse HOA management companies like BEST Management Co., CM falls somewhere in the middle range. They do have excellent accountants and generally responsive managers to work with, which is a positive aspect of their services.

In conclusion, CM provided reliable accounting services through their proficient bookkeeper, Elke C., and their manager, Martin, was responsive for the most part. However, the decision to charge a significant amount for "extra work" at the end of our contract raised concerns about their billing practices. Their encouragement to continuously raise dues, along with their handling of payment rebates, further highlighted the shortcomings of their management approach. While CM's overall performance is average compared to other companies, improvements in transparency and financial strategy would greatly enhance their services.

Hands down the absolute worst property management company out there. When we lived in one of their managed condo developments, Jon was the property manager. He was not familiar with the community by laws and turned a blind eye to violations, allowed a very dangerous parking situation to continue for over a year, and did nothing to stop illegal pollution. He failed to address safety, repairs, or other requests, and rarely returned phone calls or emails. I reached out to Tom (owner/president) and Kevin (director) and they were just as worthless and showed they didn't care either. Pathetic! The HOA fees kept going up, plus they added an additional separate special roofing assessment because there was no money. With no visible improvements (in fact the property was on a downward spiral) coupled with their mismanagement, we sold our unit and moved. I highly recommend thinking twice if they are managing a property you are considering. A 2.3 rating should also clearly demonstrate what others have to say about this unprofessional company.

This HOA management company miss manages money and I am pretty sure it steals money from the HOA funds. They have know about a structure problem concerning decks for over 3 years. Instead of fixing the problem they decide to spend a ton on money to paint the community? Why paint when there needs to be massive construction done? You would think they would paint AFTER construction. They have ignored the deck issue and now have been flagged for a special assessment. No one in the community has been able to sell for a year, and the HOA won’t even call to get construction bids to sign a contract to make the community sellable. FHA said all they need is a plan in place, but the HOA refuses to get the ball rolling. They order multiple reports for the same report when only one is required a year. Where is the money they spent on the other “reports” they ordered that were not needed. They also paid for “snow removal services” but has never done anything in the community during snow so where is this money going? We call and call for answers and nobody can ever tell us anything, only they are working on it but can’t/won’t give a time frame when work will even be put out to bid let alone work will start. The HOA fees at the community are OVER $500 a month and they don’t even do anything for the community so Why don’t they have money to fix the decks? Why can’t they put a plan in place? Now we are going to loose our home because we expected to sell in July of 2022. We got 3 offers for full asking price that all fell through because no lenders will give a unit in the complex a loan. If I do ever get to sell I will NOT get any where close to the amount we would have received if we were able to sell in July 2022. They are screwing over the residents and putting us all in a tight spot. The next step is hiring a lawyer but we wouldn’t have to do that of the HOA company wasn’t a scam.

I do not even want to give one star!

You would think with all the poor ratings from Google and Yelp that something from BBB would be done.

There is no communication, lack of responsiveness to home owners legal rights, courtesy to home owners …. “We are not apartments, we own our homes”. You are email and call but no response. They say in office three days and remote two days. I have been trying to get documents that as a home owner legally right to have but started request ok 8/26 and have been trying to schedule day and time to pick them up but no one responds.

In owning seven homes in twenty five years and also serving as the president on three prior boards, working manage my companies this company is the worst. Their rates are crazy expensive for the lack or responsibility, follow through and ethical integrity. The property manager has personal gatherings with a member of the board and talk board business… this is not ethical!

People should not have to sell their homes to
stop dealing with the board whom are taking care of things to their personal homes and not focused on priority needs!

I am so frustrated I am consulting with a real estate attorney and going over RCWs to see what can be stopped with the board and company.

How many more have to suffer?

I am writing this letter in an effort to express some events that have left me unsettled and that were handled inappropriately in my opinion. The leasing agent at your Crossroads apartment has provided us with a false statement she completed an incident report for. The statement in question was made by an ex who has continued to harass me and my roommate for months. This statement stated unfounded claims of domestic violence and damage. This individual who called to make the claim has had the police called on her several times in an attempt to get her to stop visiting the properties uninvited. This individual has broken into the unit on 2 occasions once by kicking in the door and another time through the unlocked front window. I have a case number to reference 22-63939. Although we are victims of harassment the leasing agent Sierra Moseley has added this statement to an incident report without any proof and solely based on this individual's word. It just is strange to me that someone is allowed to call and make false statements without evidence of any events and be taken as truth. Sierra Moseley is using this one individuals statement as cause to attempt to evict. The individual who has made this statement has been harassing us on multiple platforms ie. social media, text, even CashApp and Venmo. We have saved all of this proof as evidence that this individual is not a friend to anyone staying at this unit but has stated to be so to Sierra and believed solely on that fact. Sierra has also provided two additional incident reports making unclaimed statements based on conversations she or other unlisted individuals have claimed to hear, all of which was never brought to our attention until she has attempted to evict. We never received any notice from the office stating we were in violation of any terms of the lease until yesterday when she attempted to offer a mutual termination agreement. Throughout the pandemic as many families we have also fell on hardships but have always been able to maintain the property and pay the rent. Sierra has given us a print out of statements she typed up of her personal accounts and in one message she states that Antwan Crawford (the other resident) is on probation which he has never been on and the fact that she assumed this information from who knows where is worrisome. To continue to make false unclaimed negative statements in others leaves us feeling violated in so many ways I cannot begin to express.

No HOA should be paying their management company for incompetence and unresponsiveness. Yet if you hire Condominium Management out of Bellevue with Director Kevin Ducotey that is exactly what you will get. This Director is not only incompetent, lacks basic knowledge in most management area(s), particularly Insurance claims and accounting issues. When thing go wrong and they will he then blames any/all errors on the Board or HOA members. The Director and his employees seem to be completely deficient of any/all elementary communication skills and certainly seem to have no interest of abiding by the binding contract with the HOA business that hired them. They will just state they are/will be issuing a new contract in a year or so which never happens nor do they supply this said “new contract” ever. They create chaos most of the time, pitting Board members against each other, can/will not follow direction, do not following the HOA “governing documents” instead they make-up whatever they feel works on their benefit. Basically it seems they do whatever they want and believe me they don’t seem to know what RCW’s are. Repairs are not followed through to completion, non-responsive to homeowners and they have ignored directives given by the HOA Board implying that they are the only authority. This company has caused disruption of basic accounting services by switching operating systems in the third quarter of the year without bothering to inform their HOA customer/clients. Then because they did test the new systems there were all kinds of bugs/glitches to deal with causing errors in reporting and a delay of several months before the problems were repaired and further delay of correct financial stmts. They had been required to get Board approval for any/all accounts payable due to miss-paid vendors or overpaid vendors, paying the wrong vendor and then blamed the Board for the issue. They seem to believe their egos are far more important than doing a complete competent job. I suggest you run not walk in any direction away from this nightmare of a management company unless you thrive in chaos and incompetency then all that can be said is good luck.

If only I could give them 0 stars. For anyone reading this, just STAY AWAY!

We're current tenants who have been treated poorly and did not receive even an ounce of respect. I really feel for the other home owners who have expressed their frustrations in their reviews.

Specifically for us, we've been dealing with Shannin Spencer. From the start, she wasn't helpful by any means and is super unprofessional in the way in which she communicates. Aside from her not being able to spell check her emails for grammatical and spelling errors, she will twist and use your words against you. From her responses, you can tell that she's purely speaking from negative emotions. She's also very quick to put the blame on others. Apparently, trying to talk to her on the phone and have a conversation isn't a form of "acceptable communication"... so don't even bother reaching out because she will not get back to you. At this point, she's completely brushed us off and we're trying our best to navigate. Honestly, from this experience alone, I know that when we're ready to buy a house we will stay away from HOAs like this one.
