I live next door to a home Fred Fletcher manages, the best way to describe him is slumlord. He collects rent, but refuses to maintain the property or minimum standards of the neighborhood HOA or safety needs of his residents.

Extremely unprofessional. Possible scam!

I Inquired about a property managed by Fred Fletcher on Dec. 2nd. We discussed rental requirements, where we established that I exceeded the requirements for income and rental history, but my credit was not perfect due to past credit issues (student loan debt). He assured me that negative credit was really not a concern, and that I should come look at the place and apply. He wouldn't let us make an appointment, just told us to call first thing in the morning and he'd fit us in somewhere. So my boyfriend and I both took the whole day off from work just so we could be flexible for Mr. Fletcher. He also insisted that in order to process my application, we needed to give our 30 days notice at our current residence. I thought that was odd, but I naively went ahead and did so.

On Dec. 6th, my boyfriend and I viewed the property and were interested in applying, it would cost us $70 for the apps. Before paying Mr. Fletcher for the applications, I again expressed my concern over the credit requirement, to which he responded "look, you don't pay, you don't stay. Nobody has good credit these days". I asked how long the approval process takes, he said he wanted to have us approved by that Friday (9th) and ready to move in by the following weekend (16th).

The very next morning (7th), I called him to let him know that I was "faxing over the applications now". Then we waited. Friday came with no response, so I decided to call and check in. He said he never received the fax. He never called to let me know! I could have resent them a million times! He said I needed to get them in quickly, or he'd begin showing the property the following week. I tried faxing again, and emailing them, and he still said he was not receiving them. I offered to meet with him and just hand them in, and he said I could not do that. On my way home from work, I went to FedEx and paid to have them faxed over and received a transmission receipt. The next morning, Saturday the 10th, he sent me an email letting me know that he got them. We wait again.

Tuesday Dec 13th, I decide to call in the afternoon to check in, since I already have an idea of his shady communication skills. He doesn't answer, so I leave a message saying that I was checking to see if there were any updates, and to make sure that he didn't need anything else from us. Two ours later, I receive a text that just says "Working on it".

Friday morning December 16th, I call and leave another voicemail, just checking in for any updates. No response. We head out and begin looking at other properties, because we are now running out of time. At 5:30pm, I call one more time. He still doesn't answer, so I leave another voicemail. I express that I am concerned about the lack of communication, and that time is of the essence. Nothing.

Today is Saturday Dec. 17th, and I receive a very generic email stating that after review of our applications, we do not meet the minimum credit requirements that are clearly stated on the application. It took him 10 days of completely blowing us off to deny our apps on the very same basis that he assured me he could work with.

He took our apps and our $70 dollars and ditched us completely. But not without insisting I put in 30 days notice in our current residence. He clearly had no intention of renting us that property to begin with.

This is a terrible business practice, and insulting to say the least.
Here we are at square one, and two weeks left to figure it out.
